What is rule by law on earth? This is both an ancient and a modern topic. What is a person's all - round development? Through what scheme of administering a country can we better promote the all - round development of a person? There has achieved great success in the research of the construction of rule by law, but there have been few achievements in the research of all -round development of a person, let alone those of connecting the two with each other. As far as the author knows, there have been two major achievements: one is the viewpoint that the basic goal of a person is his all - round development expounded in a book written by Wang Taixian and Aiming and published by China Procuratorial Press in 2001. The coauthors maintain that the value of rule by law lies in its meaning to a person. Only when the rule by law advocates the rationality of the mankind, expresses the hunam ideals and fulfils the human belief can it not become the tool of enslaving people but become a ladder to bring people's intelligence and wisdom into play, realize good wishes of people and finally return the world of people and the relationship among people to themselves. The other is the viewpoint that the modernization of a person must be guaranteed by the system, which is explained in a book by an American writer, whose name is Engclsc and published by Sichuan People's Press in 1985. The author thinks that the modernization of a person is the key to all social modernizations and the social system plays an inportant role in it .Guided by Marxism - Leninism, Mao Zedong' s thoughts and DengXiaoping's theories, aimed at examining history, penetrating problems, explaining theories and serving the reality, and connected history and logic, contrast and analysis, induction and deduction with each other, this research makes wide use of the latest research achievements in law, humanities, sociology, historical science, philosophy and political science etc. to analyze a series of questions during the construction of rule by law and a person' s all - round development, with an aim to provide a theoretical frame, principle of methodology and system of practical operation for the two - way interaction bewteen the construction of rule by law and the all - round development of a person.The main way of thinking and content of this research are as follows:1. The all - round development of a person and the construction of rule by law are a two - direction constructive process. By using the correct methodology of dialectical materialism this research attempts to expound the process specifically from the following aspects: Firstly, people are the main active part of this construction of rule by law, whose aim is their all - round development. Secondly, the construction of rule by law and the promotion of all - round development need to be realized by people. The author believes that rule by law isn' t to enslave people but to guarantee their all - round development and show care for freedom.
