Life science had been developed by leaps and bounds in 20th century, especially in the last twenty years. At present, many countries have taken biotechnology, information technology and new material technology as the most important technology. The biotechnology is calling strong attentions from scientists, sociologists and statesmen. The paper makes a detailed study of it under the background characteristic of times and is divided into eight chapters.Chapter one the introduction, which includes the research background, the research meanings of theory and practice, the internal and external research status quo and its brief appraisement, the research ways and the analytic frame, the innovations and drawbacks of paper, and so on. The author holds that it is of momentous current significance and far-reaching historical significance to study the questions of international trade of Genetically Modified Organisms (GMOs) and their government management, which expresses specially in the following six respects: promoting the international standing of our country, protecting our country consumers' rights and interests, solving the food safety problems of mankind, driving the sustained development of mankind, increasing worldwide economy welfare and enlisting the new round World Trade Organization (WTO) negotiations. At present, although the researches of international trade are excessive, the researches of government management of GMOs' international trade from the view of biotechnology show a complete lack. It can be considered to be a blank spot to some extents. The author holds that the internal and external achievements concerned in researches are focused on the following respects: biotechnology and its aroused bio-economy, the risks and opportunities given rise to because of globalization and biotechnology, biotechnology investment policies and its intellectual property rights' protection, the safety factors of GMOs and their management and the international trade of GMOs and its rules.Chapter two the analyses on international trade of GMOs and its government management from the view of political economy, which includes government and its functions, the theory summary of ideas of international trade and government management, the information scarcity and uncertainty associated with GMOs' government management, and so on. The author holds that the government management associated with biotechnology and GMOs is a typical problem with the characters of information asymmetry and uncertainty. Therefore, the paper sets forth their connotation of information asymmetry and uncertainty according to GMOs traits. Then, a dynamic hypothesis of the regulatory "balancing act" is given on the basis of expounding information scarcity and regulatory pressures on agricultural biotechnology. This adjustment has become necessary because governments need to balance emerging tensions between the informational needs of consumers and investors. It can be made out that it should be a practical and effective measure to establish proper management mechanisms and policy frames in order to solve the problems of biotechnology and GMOs' international trade, evade the information asymmetry and uncertainty brought about from biotechnology innovations and make governments to play a important role fully.Chapter three the innovations of regulations and trade institutions of GMOs by international community, which includes the international community regulations of GMOs' international trade, the institution innovations and regulation innovations of GMOs' international trade, and so on. The author holds that regulatory bodies involved in international trade of GMOs, at the international level, can be divided between two categories: those which are science- or health-based, and those with broader-based objectives like facilitating international trade, examining environmental considerations, and arbitrating various other social and/or political goals.
