With the rapid development of Genetically Modified (GM) technology and it' s widely uses in agricultural production, the safety of Genetically Modified Organisms (GMOs) has become a hot topic among public. Moreover, with the yield increase of GMOs, it is becoming a crucial commodity in the international trade. Furthermore, the safety of GM technology is penetrating in the trade field, the safe issue of GMOs is getting more complicated. More trade disputes have been brought about by GMOs than before. While the GMOs range expands, its international influence is getting more considerable.Being a member of the World Trade Organization (WTO), China must participate in the activities of international trade according to the rules of WTO. Given the awareness of its weakness of agricultural product, China, as a big country of agricultural trade, must protect the benefits of its customers and agricultural product as well as the people1 s health and the environmental safety. As a result, how to utilize reasonable methods to alleviate the influences of agricultural globalization of WTO is an important task facing China.By introducing the features of GMOs and trade development in both China and the world, the dissertation make a study on the safety of GMOs and its disputes, dissects the basic polity inclination and its reasons of the major GMOs countries, addresses the constrained multi-lateral agreement of GMOs trade addressed. Thus, to provide the reasons of policy choosing for the development of China' s GMOs at the background of international trade freedom in the 21 st century.By the study to China' s policy for GMOs, to conclude that, Since it is difficult to answer the safety of GM technology and GMOs, GMOs imported may have harm to Chinese people health and have potential adversely affect to the ecosystem. So China must take reasonable and legal policies to limit the import of GMOs. At the same time, effectively measures must be taken to improve the competitiveness of non-GMOS, reach objectives that to substitute for GMOs' imported and widen the share in export-market. Moreover, Because GM technology has enormous potential to serve the urgent needs in agricultural, resource and environmental, moreover the total level of China's GM technology is lower than others country in the current, China have duty to speed up her efforts to the GMOs research.The conclusion of this thesis recommends that China should improve the legal system of biotech safety, boost its management ability in related organizations, strengthen the export management, set up the methods of technical barriers on imported technologies. and encourage the export of non-GMOs. Thus, makes effort to support the domestic GM technology.
