| The purpose of this dissertation is to explain a fact about the Sci-ence - based Industrial Park with a positive and normative method in view of High - Tech Development and Economic Special Zone. Based on the summary of the basic theory, economic characteristic and function of the Science -based Industrial Park, the author analyzed its space structure, industrial structure and economic growth pattern, in order to know why it formed, how it operated, what pattern it developed in, and where it would go. In the author view, the Science - based Industrial Park is an R&D Space in High - Tech and yet an Economic Special Zone where many High - Tech enterprises cluster together for the purpose of the development of High - Tech industry. The de-velopment of high - Tech industry gives it the essential and obvious economy characteristics. Moreover, inforornization will affect its development rate and space structure in many ways. Therefore, a main analysis method on the in-dustrial structure in the Park should base on the degree of innovation in sci-ence and technology, because both innovation and industrialization are its true nature. The author used a lot of data and cases to conclude that Science -based Industrial Park was not only the superlative location of High - Tech de-velopment but also the innovation location where the innovative activity would be encouraged extremely. According to the economic growth model in innova-tion region in this paper, knowledge gets into the produce process through in-novation. The economic system based on knowledge and technology shows in-creasing returns. As a result, it is a very important condition that governments support High ?Tech Development and encourage the development of the Sci-ence - based Industrial Park. The region policy aim should be to cluster the talents in High - Tech, attract the investment in High - Tech industry, en-courage innovation in technology and economy system, and give impetus to co-ordinated development in both economy and society.
