Research On Conversion Of Cropland To Forest And Regional Sustainable Development

As a complex system engineering, conversion of cropland to forest relates to social and economic sustainable development of different regions. On the basis of systematic analysis of policies, technology of conversion of cropland to forest, and the status of rehabilitation ecology, it is discovered that all the existing researches focus on polices and technology of conversion of cropland to forest, but the researches, on relations between conversion of cropland to forest and regional sustainable development, as well as the agricultural structure regulation, are rather rare.So, under the guide of sustainable development theory, with Wuchuan county in Inner Mongolia, a typical agro-forestry-pastoral ectone, as the research object, the theories and methods of combination between conversion of cropland to forest and regional sustainable development, and the effective means of harmonious development between ecology and economics are probed. The problems of technology, management mechanisms, ecological environment of conversion of cropland to forest are put forward.On the basis of analysis of primary problems of conversion of cropland to forest and the relation between conversion of cropland to forest and regional sustainable development, it is pointed out that research and practice of conversion of cropland to forest must be closely related to the regional sustainable development. Conversion of cropland to forest must fully consider the regional economic development and the agricultural structure regulation. The standards, conditions, quantities and temporal sequence of converted cropland selection must also be identical firmly to the special regional social and economic development level, as well as ecological demands. The intension, type, basic conditions, background and the object systems of conversion of cropland to forest are also be researched in this dissertation. Based on it, the researches are launched on relations between construction and protection of ecological environment and regional sustainable development, theory and methods of conversion of cropland to forest, trying to enrich and perfect the theory of regional sustainable development.The ability of sustainable development of Wuchuan county is comprehensively evaluated with theory and methods of regional sustainable development ability evaluation, which are extensively applied at home and abroad . The results indicate that the development speed and patterns can't meet the need of the regional sustainable development, and the patterns, distributions, tree selection and growing patterns mustconsider the ecological water utilization in conversion of cropland to forest. It is put forward that the stands for selecting the project lands should be slope, desertification degree and rainfall, and the control of soil erosion and the prevention of land desertification should be the dual objects of the project.Beginning with the relations between conversion of cropland to forest and agricultural structure, on the basis of the analysis of agricultural structure status and of resource background, the primary means of agricultural structure regulation of Wuchuan county is proposed: (1)improving the ecological environment and optimizing agricultural structure; (2)strengthening development of stock raising and fruit planting, enlarging forest and grass land areas, recovering primary vegetation, rationally utilizing grassland resources to promote the fast development of husbandry; (3)developing regional dominant industries, such as potato, oil plants, etc, and putting forward the proportion of industry structure in agriculture through using linear program.Wuchuan county is divided into four ecological and economic sections.
