The Cropland Conversion to Forest and Grassland (CCFG) is an unparalleled measure implemented by the state government to improve the environment of Western China. A large number of fund, labor and material resources have been inputting into the program by the state and local governments. Whether or not the CCFG success is related to environment improvement, the stabilization of society and economic development in Western country. The CCFG have been implemented for more than 5 years until now. However, What environment effects the program will make, how the CCFG effect on the local farmer income and local economy, and how to establish and consummate the compensation policy, which is all the question we must keep close watch on.Using cost-benefit analysis methods of environmental economics including the market valuation methods, opportunity cost methods, shadow engineering methods and restoration expenditure methods; this paper evaluates the soil conservation benefit of CCFG in Yuanzhou district of Guyuan city. The research results reveal that the total value of soil conservation in Yuanzhou district adds up to about 8634.39 million yuan (RMB) per annum, of which, about 8148.62 million yuan is of holding nutrient for N, P, and K, about 19.43 million yuan of decreasing soil loss, and about 466.35 million yuan of reducing reservoir silt Different types of vegetation produce different environment benefits. The soil conservation value of each type is sorted: arbors, shrubs, grassland and economic forestThe implement of CCFG not only improves the environment, but also gives a chance to adjusting the rural industry structure, accelerating local economic development and improving income of farmers. Through investigating the implement of CCFG in Guangzhou district, it could make a conclusion that the CCFG improved farmer's income and accelerated local economic development But, all of this is in some extend owned to the compensation policy of CCFGIt's very necessary to establish a compensation policy more scientific and more rational because the present policy is still has some problems. Based on resource value theory and externality tlieory, the author puts forward it should keep the policy of financial subsidies to the farmers in a long-term, and must take into account the factors about the environment conditions, the ecological function of vegetation, the social-economic conditions when making criterions of compensation. The author also assumed divide different areas and different levels to make the criterions of compensation.
