Abstract: Project for Conversion of cropland (PCRF) to forest is not only one of the six major ecological projects in our country, but also one of the ten major ecological projects in the world. So it is important to evaluate on the effect of PCRF on the society, economics and environment. Take the twenty experimental provinces which have carried out PCRF for three years (1999~2001) as the research object, the social, economic and ecological effects of PCRF are analyzed and evaluated.On base of the status quo of comprehensive effect evaluation methods, the social, economic and ecological evaluation indexes and methods are proposed. The effects of PCRF on population, cultivated lands, food provisions, GDP and the national income are analyzed systematically. The hydrological effects and the environmental effects are also evaluated objectively in the dissertation. Research results show that the social, economic and ecological effects of PCRF appear gradually, after three-year implementing. Firstly, the forest closure increases step by step, and the capability of soil and water conservation in PCPF area has been improved. The environment in PCRF area is ameliorated remarkably. Secondly, income of peasants in PCPF area increase gradually and the economics of PCPF area has a great development. Thirdly, the resources of population and the cultivated land are redistributed, and the rural industry construction is regulated and optimized.Objective and scientific evaluation indexes and methods for PCPF are supported in this paper. And the research results have a great theoretic and practical significance for the following policy-making and implement of PCPF.
