In order to standardize the marketing order of the medicine retail market, to promote the positive development of the medicine retailing business, and to guarantee the medicine quality and efficiency for patients, we have already applied the studies of comparison and positivism and conducted systematic analysis en the current situation of China's medicine retail market, the existing problems and relative causes as well. We have also researched the supervision functions of China's government over the medicine retail market through comparing those medicine retail markets in developed countries.The positivist study shows that mere are many drawbacks in china's medicine retail market owing to the stagnant circulation of medicine, the disordered macro-control by the government, imperfect laws and rules in supervision, superficial management by the government and the poor performance of different retailers and so on. The reasons are as follows:a. The distribution of the retailers is irrational.b. The purchasing channel is disordered.c. The licensed pharmacists are very short.d. The business administration in these retail pharmacies is terrible.e. The medicine retail chain marketing is not standard.f. OTC system is halting.By contrast, the medicine retail markets in developed countries such as the United States of America, Japan and Great Britain are standard. Compared with those, we still have a long way to go both in the construction of laws and regulations and in implementing of management in classified medicine.Based on the positivist study, we have analyzed all these factors that affect the development of our medical system, pharmaceutical sectors, China's entry into WTO and the implement of management in classified medicine; we have established our goals in China's medicine retail market; and we have put forward the following measures that the Chinese government should practice effectivesupervision over the medicine retail market. After China's entry into WTO, the government must apply to its functions for macroeconomic control and supervision so as to strengthen supervision over the medicine retail market, and to set up an "OPENING TOGETHER, COMPETING IN ORDER" medicine retail market.
