Studies On Land Use In Small-towns Of Chongqing

Stepping into 21st century, China will go through a stage of urbanization. After its becoming the municipality directly under the Central Government and the application of the strategy for developing Western China', Chongqing is forging ahead toward the great goal of rapid urbanization. For lack of the stimulation of the large and medium-sized cities, Chongqing, a cosmopolitan city with the classical dual economy (the combination of great agriculture and industry) should energetically develop small-towns in the light of local conditions, which can be the motive force of the development of the rural economy. However, with the further reform of census register, land, the carrier of human activities, is in a key position for the development of small-towns and becomes the "bottleneck" restriction of the development of small-towns. Fostering the research on the proper disposition of the lands insmall-towns and the management of the utilizing land sources and therestablishment of necessarily collective land-use system is good to solve the increasingly troublesome conflict between "eating one's fill " and constructing and i realize the strategy of sustainable development of small-towns, so it is of great significance to theory and practice. This passage, under the direction of the theory of land-using and the strategy of sustainable development, selects 20 small-towns representative of those from 3 economic circles in Chongqing and carries out some research on the present situation of land-use, the proper disposition, the quota management and the supply pattern of the lands used for construction, the system of land-use in some small-towns and so on, by means of the synthetically technical line which combines the method of quantitative analysis(statistics and model calculating) and the method of qualitative analysis(on -the-spot investigation, science of land, politics and economics, systematicness, ecology and so on .)The passage also comes up with the strategy and measure of sustainably utilizing the land sources in small-towns.Part one is summarization of the research on land use in small-towns. Firstly, it appraises the existed land theories. After several decades' development, the study on the theory of land use insmall-towns is still in the preliminary stage, such as introduction of theory or respective examples analysis. As a result, the clog of the development of theory has hampered the practice in return. So this chapter evaluates the western theories on land use in small-towns, providing ideas and methods for small-towns of Chongqing. Furthermore, we synthetically analyses the regulations and optimization ofland use in small-towns for the benefit of small-towns in Chongqing.Part two is preface, introduces the background to write the article and the significance of research. It includes the sample area, the aim, the technical line and the study summarization on land use insmall-towns.Part three is appraisal about the present situation on land use insmall-towns of Chongqing. Using the method of multi-factored composite evaluation and a set of target and principle, modeling the evaluation unit, choosing the evaluation index that affect the evaluation unit, the land use intensive level, economic benefit and environmental benefit are measured to realize the evaluation target. The train of thought is: on the basis of the different factors and importance which effect the land use intensive level, economic benefit and environmental benefit, it determines the evaluation index system and the weight value. Based on the standardized firsthand data, it defines weighted sum to found a composite index. Thus arranging the composite index in mathematical order, it fixes quantitatively the land use intensive level, economic benefit and environmental benefit to demonstrate quantity, structure, scale, benefit and distribution on land use in small-towns of Chongqing.
