Two decades of economic reform have changed the economic landscape of China greatly, Rural incomes have risen significantly and hundreds of million of people have escaped poverty during this period. However, there are still great challenges ahead. In the late of 1990s, agricultural issues became hot points again. On November 11, 2001, China entered WTO successfully. Via greater import competition, the market of agricultural products opening made the agricultural issues become more serious. Accession to WTO has caused great impact to Chinese agriculture, follow as agriculture output, the rural employment of labor force, peasant income, the international trade of agricultural products, agricultural management system and the policy system of traditional Agricultural protection. Just based on this background, this paper focuses on the role of agricultural support and protection policy after China's WTO Accession, and we seek to quantify the nature of the current agricultural support and protection. Through this, we hope we can provide policy makers with a set of measures to help Chinese fanners.If we want to research how to support and protect our agriculture after China's WTO Accession, we must clarify the concept and scope of agricultural support and protection according to the WTO's regulations; we must explore the successful experiences of other countries that have gone through this development transition in the past; we must quantify the effect and level of the current agricultural support and protection in China; we must analyze that agricultural support and protection is suitable or not, according to the WTO's regulations. Based on this foundation we can establish new agricultural support and protection strategy.Based on the above thought, we clarify the concepts and scope of agricultural support and protection according to the WTO's regulations, at the beginning of our study. Secondly, we explore the successful experiences of other countries that have gone through this development transition in the past. Through that we hope some useful points could be used for Chinese case. Thirdly, we quantify the situation of the current agricultural support and protection in China. Based on this, we hope we could provide policy makers a distinct frame of China's agricultural support and protection. Fourthly, through comparison with other countries experiences, we identify potential effects of China's accession to WTO by three different ways: import, export and domestic support and try to reach the solutions to those great challenges.In the last part of this paper, we supply our policy suggestions, (a) We should construct the valid policy system of agricultural protection, (b) We should construct the valid legal system of agricultural protection, (c) We should optimize agricultural industrial structural system, (d) We should construct perfect market system, (e) We should construct the valid policy system to promote peasant's income, (f) We should construct the valid policy system to promote peasant toget job. (g) We should take advantage of the WTO rules (including green box and yellow box) to play the game fairly. (h)we should encourage fanners to be untied as co-operations, (i) We should adjust and optimize rural distribution system.
