County Government Agricultural Support Protection Subsidy Policy Implementation And Path Optimization

The agricultural support and protection subsidy policy was rolled out nationwide in2016,after a trial run in some provinces in 2015.The agricultural support and protection subsidy policy evolved from the original agricultural "three subsidies" policy,which merged the original three subsidies into agricultural support and protection subsidy.The original "three subsidies" for agriculture refer to direct subsidies for grain farmers,subsidies for superior varieties and subsidies for agricultural means of production.Agricultural support and protection subsidies are divided into two parts: one is for farmland land capacity protection and the other is for moderate scale operation.Their policy goals are different.The former aims to protect arable land,while the latter aims to increase grain production capacity.Agricultural support and protection subsidy policy has not been in operation for a long time.At present,there is a lack of first-hand information on its research in domestic and foreign literature,and there is almost no research on the policy implementation of county government.Through the analysis of the implementation of the agricultural support and protection subsidy policy of Qiao Cheng District in Anhui province,the paper is beneficial to enrich and perfect the theoretical system of the implementation of the agricultural support and protection subsidy policy by the county government.Based on the analysis of the specific problems existing in the implementation of the county government subsidy policy,this paper puts forward the targeted path optimization suggestions,which has certain guiding significance for the future policy implementation of the county government,and is conducive to better play the effectiveness of the policy,to achieve the purpose of protecting the arable land and improving the grain production capacity.The research method in this paper is mainly the investigation method and case analysis,taking Qiao Cheng District in Anhui province as an example,to analyze the effect of the implementation of agricultural support and protection subsidy policy,the dilemma facing and the path optimization.The research content of this paper is as follows:(1)Combed the evolution history of agricultural support and protection subsidy policies in our country(2)introduced the current situation and results of the implementation of agricultural support and protection subsidy policies in Qiao Cheng area(3)analyzed the problems and causes in the implementation of agricultural support and protection subsidy policies in Qiao Cheng district based on the Smith policy implementation process model(4)proposed the path to optimize the implementation of agricultural support and protection subsidy policies of the county government based on the above analysis Optimize suggestions.The research conclusions of this paper are as follows:(1)the cultivated land protection subsidy policy still has the nature of "general system of preferences",while the moderate scale operation subsidy has the nature of "preferential system";(2)When the total amount of subsidies for farmland land protection is fixed,the amount of subsidies received by a single household is limited,which has little impact on the total income of farmers and little stimulus effect on agricultural production;(3)The implementation of the subsidy policy for farmland land protection does not link the release of subsidy funds with the behavior of farmers to protect farmland land,and fails to achieve the policy goal of guiding farmers to protect farmland land.In the implementation of the policy,the release of subsidy funds has actually become an income subsidy for farmers;(4)The form of moderate scale operation subsidy in Anhui Province is innovative to some extent,that is,the agricultural credit guarantee system has been established.The development of agricultural credit guarantee has alleviated the shortage of funds of moderate scale agricultural operators to some extent and improved their capacity to expand reproduction.However,there are still some problems in the process of policy implementation,and targeted measures are needed to make up for the shortcomings.Further give play to the advantages of agricultural credit,leverage more social capital to participate in it,provide more financial support for agricultural development,increase the effective input in agriculture,and achieve the policy goal of improving food production capacity.
