It is composed of seven chapters, which can be also divided to two parts: the first four sections discuss the issue of the balance urban and rural development; the last three sections discuss how to perfect our rural financial system involved in that development.Part oneChapter One is an outline of balance urban and rural development, mainly analyzing its origin, connotation and significance in China. In section one, it analyses the necessity and possibility of putting forward the issue. The inevitability is based on currant situation---- the tack of build a moderately prosperous society in all respects, and the background of the dual structure of the urban and rural areas. It is also based on the law of the development of history, the scientific concept of development and the experiences in most countries around the world. And our material wealth and environmental advantages make the balance urban and rural development feasible. Section Two focuses on the implication of balance urban and rural development after the introduction to the concept of urban and rural areas and the basis of the ration between the two. Section Three is talking about the significance of the balance urban and the rural development in three aspects: the foundation to solve the problems of the agriculture, rural areas and farmers; the key to the continuous, rapid, harmonic and healthy development of our national economy; the basis to building a moderately prosperous society in all respects.Chapter Two is the theoretical basis of balance urban and rural development, derived from the Marxism economic theory and the western economic theory. Section One, the related theory in Marxism economics, which again confirms that balance urban and rural development adheres to the law of the development of history and it's the inevitable demand of human pursuit for the idealist state. Section Two is the related western economic theory including the issues in both developing and developed countries. Chapter Three concentrates on the starting point and main content of balance urban and rural development, economically increasing farmers' income and socially giving farmers the citizen treatment. In Section two, the main content, in other words, how and what to be overall planned. To put it briefly, it is to overall plan the economic and social development, the system and thought train of the development as well as the related administration system, so as to achieve the goal of the harmonic development and the mutual prosperity in both urban and rural areas.Chapter Four deals with the fundamental way of balance urban and rural development. With the aspect of economical development, it further analyses now to make such overall plans, mainly through the agricultural modernization and the coordination of industrialization and urbanization.
