Examination activities, which are of great importance in modern society, combine national interests with individual ambitions, play a dominant role in the human civilization and modernization, promote the fusion of different classes and lead the social mainstream culture as well. Based on the reference of the previous researches and the author's practical experience, the essay does research on the governance of examination activities of modern society by qualitative analysis and quantitative analysis. It analyzes current situation and the tendency of the examination activities, probes into the structure and features of the examination system by the theories of economics, systematic science, game theory and information economics. Firstly, it analyzes the examination activities and studies their economic features on the basis of the economics thought by the theory of public goods, point out definitely that the examination product belongs to the private category and the malpractice of managing examination product monopolistically. On the background of the development of economics and the relation between the government and the market, it studies the innovation of the institution of examination management.Secondly, it regards the examination activities as the system of producing human resource information. Applying the system coordination theory, it studies the coordinate development of the examination system. It also analyzes the problems about how to strike a balance between the examination system and the training system. And furthermore, it studies the sustainable and coordinate development among the examination system, population, economy, school education and the in-service training system. Thirdly, compared with mode of foreign examination management, under the market-based economy and the innovation theory of government and the tendency of modernization, it puts forward that the relationship among the government, the examination institution and the market is respectively independent, unified interest and interactive restricted. Proved by the converse choice theory from the game theory, it regards that it is necessary for the examination institutions to turn into the intermediary organizations. It also studies the cost and income and the time choice strategy concerned the government's reform in the examination institution by the "real option" method of the modern financial engineering.Fourth, it combines the innovation with the reform of the system of the examination management. It studies the conditions and principles of the transformation of the examination institution, suggests that establish a legal system and apply modern technology to the examination activities.Taking the self-taught examination of Hebei Province for instances and considering relevant factors, the paper predicts the tendency and the coordination development for the self-teaching examination of Hebei Province. It applies theory with practice so that it will benefit both in generality and in practicability for studying the governance of the examination activities.
