The problems of completely construction well-off society in ethnic regions will lie across the course of completely construction well-off society in China, success or failure in ethnic regions, it's not only a vital importance to the strategic target of completely construction well-off society, but also the course of Chinese modernization.The thesis discusses that the Constitution of the People's Republic of China(Constitution) and laws and administrative laws and regulations to be carried effectively out in ethnic regions, in view of the history and development of ethnic regions and ethnic minorities, according to the Constitution and laws, at the same time, the state still makes laws and regulations which are composed of ethnic problems of the Constitution as basis and the People's Republic of China on Ethnic Regional Autono-my(PRCERA) as backbone, and many regulations on the exercise of autonomy and separate regulations and flexible or supplementary regulation as main contents, they are a part of laws of Chinese characteristic socialism. These special rights and interests stipulated by the Constitution and laws are a guarantee system and a sharp arms for ethnic regions and ethnic minorities to realize the target of completely construction well-off society. The thesis emphasizes the situation and the problems of the construction of the system of ethnic laws and regulations, and gives the constructive thought how to perfect this system. In view of the situation of economic development and the task and problems of the ethnic legal system in ethnic regions, the research "On System of Ethnic Laws and Regulations of Developing Completely Construction Well-off Society in Ethnic Regions" has certain theoretic and practical significance.This thesis is organized six chapters.
