Singapore's Miracle, as is known to the world, arises from its incredible socio-economic development. At attempting to disclose the miracle, a quite different but most important perspective of researching into the ruling formation of the People's Action Party(PAP), by now, has failed to attract any attention. For PAP's decisive role in Singapore's modernization, the study concerning PAP's ruling formation will undoubtedly promote the understanding of Singapore's great success. The PAP's ruling experiences, thus, is part of the important political experiences of all the parties in the world.It is an extremely complicated and large project to research into the ruling formation of a party which covers widely. The formation studies involve different aspects of ruling, such as the status, history, environment, ideology and idea, objective, feature, essence, mechanism, legitimateness, law, competence, experience, prospects and the like. With some aspects overlapping and intercrossing, in order to avoided somewhat repeated studies ,so the studies focus on the following: the process of securing the ruling status, ruling environment, ideology and ruling idea, ruling mechanism, ruling legitimateness, ruling experiences and ruling prospects, which constitute the studies of a party's ruling formation chiefly and systematically.The first chapter recalls the stage of PAP's winning the ruling status.The second chapter, under the way of social ecology analysis, explores how PAP was bom, grow, becomes strong and comes into power, boosts a fast economic growth in a long term, and meanwhile maintains political stability, and becomes one of the nations with coordinated development of politics, economics and society. The study of PAP's unique ruling environment is to deepen our understanding of historical and social conditions for the effective ruling formation, and to provide Chinese Communist Party with some background information for reference. It needs to be pointed out that the ruling model resulting from the ruling environment is never to be copied.The third chapter concentrates on PAP's ideology and ruling idea, soul of a party. Beforetaking power, ideology, an effective tool of uniting all the people, serves as a flag to win the support of the masses. In line with national actualities and international environment, PAP takes democratic socialism as its ideology so as to win the support from the lower classes, so as to shelter from colonist's pressure, and so as to win ruling status peacefully. After taking power, based on its actualities without sticking to the theoretical doctrine of the democratic socialism, PAP adopts a unique development strategy through amendment to the ideological meaning, and shared values to agglomerate the masses. The ruling experiences have rendered ruling idea mature gradually. The ruling idea, which is unique, practical and effective, mainlymeans: party's political idea--nation's interest first and national unity and friendliness;government idea--good government and strong government; social development idea--economic development goes before political democracy. The fourth chapter mainly discusses the ruling mechanism of PAP, something inborn behind national construction led by PAP. It comprehensively means the way in which relations are to be dealt with among ruling party, national powers, administrations, judiciaries, parties and social groups and other political entities. In Singapore, PAP, parliament, government and judiciaries are highly integrated, which cannot conceal the essence of traditional integration since 1980s.
