There is no doubt that grain is very important, because it is essential to human existence and social stability. The issue of grain is the common problem that all the countries today face in their developing process. To different countries, the concrete situation is different. After the buildup of the People's Republic of China, especially after the carryout of reform and open policy, China's capacity of grain production improves rapidly, this provides a sound base to the development of national economy. However, there are still many deep-laid problems in the area of grain industry which demands prompt solution.Considering the complexity of issue of grain in China, I take the grain price as my research starting-point., and stress the studies of grain pricing mechanism in China. The reasons that I emphasize the pricing mechanism are as follows: price is the core of market economy, and the change of grain price will directly affect the interests of different groups and many variables in national economy; grain pricing mechanism determines the characters of price movement, and affects farmer' expectation and productive behavior, and finally affects movement of grain market.; facts show that the morbidity of grain pricing mechanism is one of the main causes for many problems in grain circulation. Therefore, it is meaningful to make a careful study of grain pricing mechanism.By retrospection of evolvement path of grain price system in China, this dissertation analyses the characters of different pricing mechanism, and discusses the evolving laws of grain pricing mechanism. Through this way, this dissertation provides theoretic evidence for the improvement of grain pricing mechanism. This dissertation combines qualitative analysis with quantitative analysis, and gives theoretic and positive analysis from the point of view of macroeconomics and microeconomics. The main conclusions are as follows:1. In the different stage of economic development, the key standard of judging whether a kind of pricing mechanism is relevant is whether it can realize the grain policy goals. With the development of macroeconomic situations and grain supplying capacity, the old pricing mechanism gradually can not meet with the demands of policy goals. In the final the new pricing mechanism will take the place of the old one. The practice of grain circulation system reform shows that the transition from double-track system to market freedom is an inevitable trend. 2. Despite market freedom is the direction in the future, spot market only still can not solve some deep-laid problems in the producing and circulating area. For example, with only spot market, farmers can not form accurate expectation, which will lead to irrationalities in production, thus aggravate fluctuation of spot market. The inherent fluctuation of spot market is an important reason for frustrations of market-oriented reforms. To promote the grain reforms, future market must be introduced. With a set of special institutional arrangement, future markets can remedy the defects of spot market, form forward equilibrium price, make farmers' expectations and productive behavior stable, avoid market risks, and reduce the fluctuations of grain market. The functions of future market can provide a new means for solving of the problems in grain circulation.Comparison of institutional innovation between China's and U.S' future markets is helpful to understand the difficulties in China's future market. In order to promote grain market-oriented reform, it is needed to renew and improve future market.3. Market-oriented reform does not mean that we have no need of government's role. The weakness of grain industry and market failure determines the necessities of government intervention. But government must give up the protection policy which distorts the market mechanism, and construct the public policy system which is compatible with market mechanism, to make up detects of market and weakness of grain industry.There are, all together, seven chapters.
