Land is one of natural resources for the human existence and development. The scarce character of it determines that land is one of an important property. This character is clearly revealed in urban land. Urban land is owned by the state in China and the property occupies an important place in the state-owned assets, so that urban land becomes a lifeline in the development of city. Examining the matter from market itself or policy management, urban land market construction is obviously lagging and hinders the development of city. Therefore, it is an important and pressing task of analyzing and summarizing the operation and policy performance of urban land market systematically, and inquiring into the source of the law of land market and the system transition, then serving for city construction more smoothly.Starting with the analysis of the operation of urban land market and relative policy, by the way of accessing the efficiency of the market and the policy performance, this paper reveals the roots of the double failure in urban land market, puts forward an innovation way to the management mode of urban land property right on basis of two goal ?efficiency and equitable. The paper probes into the function of central and local government and puts forward the idea of policy at the end.. The full text can be divided into three parts:The first part is the analysis of the operation of urban land market. In this part, the author laid special stress on researching the demand and supply, price system and structure of urban land market, and then builds the system to access the efficiency of land market. Beginning with the supply from retains and increment, the paper analyses characteristic of supply change in first market and second market, studies the land demand on two aspects of investment and consumption. Further more, this paper inquires into factors that determine the demand, and contrasts demand and supply in deferent land market through equilibrium mode and data.Study on land price is based on full arrange of land price system in force in China, and sums up the law of differences on time, space and use by means of each kinds of land price by comparison. After the investigation of factors that determine land price from three levels of macro, mid and micro, the author sets up different kinds of market equilibrium mode through theoretical analysis of supply and demand in land market and case analysis of supply, demand and price in order to reveal the effect of price in urban land market.Based on the analysis of supply, demand and price in the market, the paper sums up the characteristic of double-structure in land market, sets up the market structure mode from the two angles of factor market and product market, and researches the theoretical and real significance of government who owns many deferens capacities and the state monopoly system. The author makes the case analysis of price differences estimating of the double-structure land market.In view of the above-studied theory and case of urban land market, the paper sets up the target system based on degree of market operation and consist of four factors and 19 determiners to access the efficiency of urban land market. This system evaluates the present situation of urban land market in China on several respects such as market operation, equilibrium of supply and demand, sensitiveness of market price and rationality of profit against cost. Taking Nanjing city as the example, the paper analyses and evaluates the urban land market efficiency.The second part is the analysis of relative policy of urban land market. In this part, the author laid special stress on researching the property right system of urban land, model of market management, distribution of land profit and system ensure, and then accessed the policy performance over the years.
