The study on Aerospace Microelectronic Industry of China is an important topic of development planning for China's Aerospace scientific and technology industry, a need for its reengineering and reorganization and also a theoretical accordance for its spatial reallocation.The dissertation clarifies the concept of process specified industry, representing a special value creation mode, while it has been viewed in terms of products or services series in appearances; it has actually performed a series of value process. In difference with an enterprises and its internal business processes, an industrial process can be fulfilled by multi-enterprises cooperatively each of them performs a single process. Those enterprise are not forced or organizational constricted in their process linkages, however, to be a member of the industry, all enterprises must keep in mind a common operation and development target; further more, they obey an unified action standard in making behavioral decision and selection. China Aerospace Corporation (CASC) and its member enterprises like microelectronic design company, manufacturing company and so forth, are typical industry and its industrial processes. When it comes to taking on an aerospace microelectronic product, each enterprise may have relationship of supply and demand in such process as researching, designing, producing and testing processes, each one is an entity of value and profit, and performs the relevant value payer and payee. But from the management of the corporation's point of view, all their productive activities and management goals are subject to the corporation's profit. After having possessed the concepts of industry and its process, and referred to the mature international value chain approach in analysis and the idea of business process reengineering (BPR) to describe the China Aerospace Microelectronic Industry (CAMI), author thus created the value chain model of the industry. The creation of value chain model is author's active and innovative exploration in theory of value chain and also a contribution to the field. In order to define the relationship between the object and every index, we can think it as seeking the relationship between multivariables in statistics. The object is the explained variable and the index system is the explaining variable. If there were linear relationship between them, there must be a linear regression model. By means of the support of data, using the method of multivariable linear regression, we can test the level of significance of the explaining variable. In the beginning, we can create the model and then to accumulate data to testing.With the above value chain model of CAMI, we use the description index system of each member enterprise that has been chosen to evaluate the undertaker of sub-process, namely operating state of each enterprise. Likewise, according to the notion of "virtual enterprise", to link the whole processes in the industry concept, to evaluate the whole industry by the industry description index system, namely operating state of whole industry.Generally, concept design can only have some qualitative description or coarse number index of goal system. And it cannot be used to guide the implementation of moderate decision-making or micro decision-making. For evaluating the core competence and development strategy of the industry, it is necessary to change descriptive language of goal to quantitative index that can be measured. Knowing quantified goals or tree structure and array of general goal system of development strategy of CAMI,with certain algorithm and processing each corresponding list or array, we can bring out a quantified general goal value of development strategy. The multi-objective (multi-attribute) evaluation method and the relevant weight sum algorithm have been adopted to quantitatively evaluate and forecast the developing state of the industry.
