With the further drive of reform and opening up in China, rural workers in cities, as a special social group with a large population, which, of course, can not be neglected, have become a necessary force in improving the economic development. Meanwhile, they also have become an important factor determining a stable society. "Without a stable and secure society, there will be no social development; while without social security, there will be no a stable and secure society." The problem of providing social society for migrant rural workers occurs in the transition of surplus labor force from rural areas to cities, and from a traditional land security system to a modern social security system. If well resolved, this transition can be greatly improved, and also the drive of urbanization and industrialization can be promoted so as to the integrate segregated rural and urban areas into an organic whole, and ultimately reach the goal of creating a well-off society. This is our only choice to reach the goal. A proper social security system, which is an unavoidable demand when the collective force of migrant rural workers as well as that of the economy develop to a certain degree, should be provided for rural workers in cities. Thus, to explore a new social security system for rural workers in cities is significant, both practically, and in the long run, strategically.Through normative and empirical analyses, this paper systematically expounds such problems as the necessity and feasibility of building a social security network for migrant rural workers, the choice of the system models and the security items, etc.At the beginning, the necessity of building a social security system for rural workers in cities is discussed here. By means of historic comparison, this paper analyzes the creation and special features of migrant rural workers in China. The findings show that migrant rural workers in China are a social group with weak self-security abilities. According to the Theory of Path Dependence, changes of social security systems in rural areas are also analyzed. Results show that there exist small-sized coverage, low security ability and inefficient management in the present system in rural areas. Through the practical investigation and survey data, the function of land security is analyzed empirically. It is proved that this function decreases greatly, and obviously, tends to weaken further. Neither getting a secured lives provided by land and a rural social security system nor being covered in an urban security system, rural workers in cities, to be against increasing risks from theirwork and lives, urgently need the protection of a new social security system. Besides, this new social security system should be built as soon as possible in order to perfect the socialist market economy, promote the urbanization, improve the economic and social development in rural areas, and maintain a stable society.Secondary, the feasibility of building a social security system for migrant rural workers is explored. Once the social security system for rural workers in cities is evaluated in detail, the practical question now is whether there exist corresponding abilities to establish such one as that, or not. The feasible analysis is conducted mainly on three levels, i.e., enterprises, individuals, and the government. No doubt the collection of social security contributions will influence the net profits of all types of participating enterprises. While if under some control, 12% or below that of the collection share is contributed by the enterprises, then almost all of the enterprises can bear the burden. Also the individual payment ability of migrant rural workers is explored here. By the creation and analysis of a conditional equation of individual payment abilities, result shows that it is feasible to build such a system, though rural workers with lower salary may be unable to pay their share.
