Research On The Problem Of Social Security For Rural Migrant Workers In China

With the further drive of reform and opening up in China, millions of rural migrant workers swarmed into cities as a special social group. They dedicate their sweat and labor to improving the economic development. Meanwhile they have become a special group, which can not be neglected, and an important force in improving the economic development. Because of the special status, they are refused by the city social security system for a long time. They are easily to be unstable factors without social security when they are encountering difficulties and dangers. Without a stable and secure society, there will be no social development; without social security, there will be no stable and secure society. The problem of providing social security for the rural migrant workers occurs in the transition of surplus labor force from rural areas to cities. Whether the problem resolved will relate directly to the process of the urbanization and industrialization and the balance of urban and rural development. Providing social security for rural migrant workers is the requirement of economic development to a certain degree, and also a way to resolve the problem of "agriculture, countryside and farmers". Thus, to explore a new social security system for rural migrant workers is significant, both practically, and in a long run, strategically.This article has four chapters. The main content of each chapter is as follows:Chapter 1 is exordium. Firstly, it analyzes the economic and social background of establishing social security system for rural migrant workers. Surplus labors flowing into cities is the common phenomenon occurred in the process of industrialization and civilization in the world, as well as the result from the unreasonable civil and rural economic structure and income gap that push peasants to migrate to cities. Social security system for rural migrant workers shall be established to promote the civilization of peasants and enhance their social status in cities. Secondly, it summarizes the study on social security system for rural workers and their deficiencies, indicates the purpose, significance and methods of this article.In Chapter 2 ,the author summarizes the basic mode and theory of social security and also introduces the social security system in China, emphasizing social security as the balancer and safety net of a country. This article summarizes the history of social security as well as the content and the classification, and analyzed the rationale of social security systems. We can put these theories into establishing Chinese rural migrant workers social security systems, which will push the establishment of countryside social security system.In Chapter 3 , the author discusses the urgency and feasibility of establishing the social security of rural migrant workers by analyzing the community structure, basic living and employment conditions, and the current status of social security. The article analyzes the reasons for lacking of the social security of rural migrant workers from the view of system and economy.In Chapter 4,some propositions to the social security system arrangement and the necessary supporting measures were put forward. Some methods of constructing the social security system in different places were analyzed. According to rural migrant workers` general characteristics and demands of social security, we should build up a socia1 security system which involves social salvation as the base, social insurance as the main body, and social welfare as the principal supplement. Furthermore,the environment of carrying out the rural migrant workers` social security system should be improved. For example,the system of household and population should be reformed,law system should be improved,fund can be collected by multi-channel,the system can be administrated by network and the socia1 insurance can be able to be transferred in different places. In terms of the social insurance,it is suggested that rural migrant workers and the items of social insurance should be classified. A assorted systems of social insurance should include industrial injury,serious disease medical-care,endowment insurance and unemployment insurance. Social aid involves the system of the lowest life security line as the core, as well as emergent aid and legal aid. In terms of social welfare,the article suggests to provide housing security for rural migrant workers with more kinds of likely policies. Pay more attention to rural migrant workers` education and training. The vocational training programs should be designed reasonably to reinforce rural migrant workers` training.
