Transition Of Migrant Workers Social Security System Is A Preliminary Study

China's rural labor force engaged in non agricultural industry in cities, who are generally called migrant rural workers, approximated 2.1 billion, accounting for 60% of the total number of China's industrial workers, according to the statistics supplied by Ministry of Labor and Social Security, Ministry of Agriculture, National Bureau of Statistics of P.R.C. Though migrant rural workers have been making great contributions in China's economic and social development, for a long period of time, in respect that the absence of the social security system , migrant rural workers do not have the access to social security. CCP and The Chinese Central Government have been attaching great importance to the issue of migrant rural workers'social security, stressing that feasible measures should be taken to manage the issue of migrant rural workers'social security in accordance with the law, including the system of industry injury insurance, medical insurance, old–age insurance .Taking into account the above mentioned reasons ,this article began with examining carefully the social security policies on migrant rural workers, made a thorough analysis of the issues as well as the causes of the current social security of migrant rural workers in institutional practice, afterwards put forward some corresponding policy recommendations.China's social security laws, regulations, and policies on migrant rural workers have lagged far behind. Lacking a unified central policy made by The Chinese Central Government, the provincial social security policies on migrant workers are still in the pilot phase, multi-mode co-existing. These three modes such as"imitation of the city type","extended surface type" and "comprehensive insurance type " are typical and representative. In a legal sense, the current urban social security system does not exclude the migrant rural workers who have signed formal employment contracts with the employer, however, those who have failed to sign formal employment contracts with the employer are not eligible to enjoy the right to the social security such as industry injury insurance, unemployment insurance, basic medical insurance. In a addition, they are not entitled to the basic social relief and social welfare. In general, only a small part of the migrant workers can enjoy the imbalanced part of a low level of social securities.The migrant rural workers social security are encountered with some plight brought about by system design and institutional practice. As for as the system design, unfair values are increasingly undermining the system itself. At the same time, there exists some structural contradictions in the items of system . As to institutional practice, such barriers as small insurance number, insufficient insurance premium, irritional insurance exit mechanism, improper regional social security responsibilities, poor management etc. that have led to dilemma of system. There is no doubt that the plight of migrant rural workers social security are due to a series of disadvantages such as prejudices in thoughts, the dual social structure,financial difficulties, lacking a sound legal system, inefficiency of government responsibility and migrant rural workers without safeguarding the legitimate rights mechanism etc.That establish a sound social security system of migrant rural workers is an objective requirement to implement the scientific concept of development, construct a harmonious socialist society, manage"Three Rural Issues", integrate the urban and rural social security development.The Government should take the main responsibility in accordance with the requirements of co-coordinating urban and rural social security development during the course of establishing migrant rural workers'social security system including industrial injury insurance, medical insurance, unemployment insurance, old-age insurance, social relief system and the social welfare system. Certainly, the values of integrating fairness and efficiency, the principle of protection according to classification and stratification of migrant rural workers should be followed. What'more, a multimode through various channels such as the appropriation of government funds, insurance premium from corporations and individuals, social donations and some profits benefited from national lotteries to raise funds for social security of migrant workers should be adopted. Finally, in order to improve the institutional environment of the migrant rural workers social, China's household registration system, the rural land management system, the urban and rural employment policy should be gradually reformed and the quality of migrant rural workers also need to be greatly improved.
