With “Global Revolution of Association Forming” in80’s of20th century, therewas a great renaissance of the civil society in the word. Since the90’s, the number ofsocial organizations has been growing rapidly in China the main land. NGO(non-government organization) that specially focus on the social issues about ruralmigrant workers blossomed just in this situation. In early90’s, though many of thelocal governments still upheld to restrain the mobility of rural migrant workers as onemajor policy, attention and help had been drew on the problems of workers by somescholars and organizations. As the developing of NGO and government policy, ruralmigrant workers learned to utilize various recourses to protect their own legal rights,help each other. In the forces both inside and outside, NGO of rural migrant laborshave greatly developed.It’s widely accepted in the academic circles that rural migrant workers shallenjoy the right of social security, it is born and everyone has it. Aiming at the currentsituation of social security of rural migrant workers in China, many scholars advanceintroducing NGO to solve the problems and further improve the social security systemof rural migrant workers. The participant of NGO in migrant worker problems hasbeen efficient in foreign countries, for example in Denmark, Swiss and the formerYugoslavia etc. the management of insurance for unemployment is in the charge oflabor union, the government is responsible for supervising and providing fund andpolicy.“Rural migrant worker” is special product of China in the urban and ruraleconomic structure, its demand of social security is also special. Injury insurance andmedical insurance is the main demand, the minimum wage is its basic requirement,also housing problems, children education and urgent needs under emergencyincluded. But our current social security system can not be good to meet the needs ofrural migrant workers; in facing of the problem NGO has its natural advantages. It canfill the welfare gap caused by “Market failure” and” Government Failure”. It hasflexible and diversified forms of organization and security item. It can effectively integrate and unite single migrant workers. Some NGO even have strongprofessionalism; years of experience and researching achievement made them bringeffective solutions when facing with specific problems, thus their research has greatrealistic significance.After20years of development, the action of NGO in rural migrant workerproblems has been enormously developed and received widely recognition, but justfocused on three parts: entertainment, training and maintaining. In fact, NGO can playwell in many fields. NGO can provide effective organization foundation for ruralmigrant workers. NGO can provide social security and public services directly. NGOcan also promote policymaking and supervise execution of policy. By comparing thesituations both here and external, we can draw an apparent conclusion that in foreigncountries, NGO usually have relatively loosen atmosphere, strengthened support fromgovernment and normative management system. But in our country, government hasjust opened the management of NGO in a very short period of time, being lack ofsystematic management too. Furthermore, NGO external starts early has strong citizensubjectivity and can widen organizational development space spontaneously. We needlearn from it.In such a background, this article start the research based on the theory of“Market failure”,”Government Failure” and”Promoting Government Model”. Thewriter advances several models of NGO action in social security of rural migrantworkers:1. NGO—Govern cooperation model2. Craft union model3. Community governance model4. Manage model based on original Hookup5. Special assistance driving improvement of social security modelHowever, these models can not be realized without government support inbudget and regime, the self-ameliorating in NGO system, as well as the awareness ofindividual right-protection sense and finally the enhancement of enthusiasm in groupsto participate in the right-protection.Above all, this article is based on related theories, combine with the reality of ourcountry, and fully draw lessons from developed country experience. The writerbrings up5NGO participate model, wishing this prose can partially make sense forthe institution of the social security system of rural migrant labors.
