Research On Coal Urban Transition And Sustainable Development

Transition and sustainable development is vital theoretical and practical issue confronted by coal city, which involves various domains such as population, resource, economy, society and environment etc. It did not share an established theoretical model. The rise of coal industry has contributed much to the economic development of urban society. But coal industry is bound to decline with its resource exhaust,as the coal is non-renewable resource. In our country, there are 48 cities established on coal mining, and the notable features of these cities are that the pillar industry is closely related to the resource exploiting. The structural contradiction caused by single industry is increasingly obvious, urban industry declined, and a series of problems such as constructive unemployment, ecosystem worsening appeared. These questions have been beyond the urban supporting, and it is far from enough only relying on the common social guarantee system. These cities have to face the vital task of economic transition and sustainable development. It is the key of this treatise that how to push forward resource urban transition and realize sustainable development in economy, society and environment, in the process of reaching perfection of Chinese market economy, against the background of the development of knowledge economy. On the foundation of survey and analysis of resource exhausted cities, this treatise makes qualitative and quantitative analysis about the economic transition of coal city, it uses the theories of new economic growth and sustainable development to model the coal urban transition and applyes the system dynamics method to forecast the long-term development of the resource exhausted cities. To solute the imperative problems, the treatise makes essential research as follows. 1. Analyzing the transitional necessity and key problems confronted by coal cities, and the present conditions of the research about these questions. Setting the research way of the text is the way of integrating the qualitative analysis with the quantitative analysis. 2. Defining the coal city. There are 48 coal cities in our country. Through fact analysis to study the basic characteristics of the coal cities, especially the resource exhausted cities. Through investigating the successful experience of the exhausted cities at home and abroad to summary the basic regulations of coal urban transition.3. Studying the theories about the coal urban transition involving economic growth, sustainable development and systematic dynamics. 4. Through analyzing the practical applying and the applicable scope of the related models, according to the demand of the modeling of the coal urban transition to choose the system dynamics as the basic methods to set up the model.5. Introducing new economic growth theory into the system dynamics, according to the theory about the economic growth and the sustainable development of city, adopting the theory of system dynamics to model coal urban transition, analyze the effectiveness and check the sensitivity of the model at the same time.6. Using the model of the coal urban transition to analyze the examples of the transition and economic development of Fuxin city. Making the quantitative analysis about the problems of economic transition and the middle and long-term developing target of Fuxin city, deciding the essential elements to be needed in realizing the aim of turning over the economic scale to two-fold until 2020 in Fuxin.The above research provides the quantitative analytic model of coal urban transition, and open the prospect for future works.
