| Marine sustainable development contains many factors such as society, marine economy, marine resources and environment, which is a complex social economy system. The prior problem of marine sustainable development is how to coordinate the relationship among sub-systems in the whole system and make the whole system develop. The former study only emphasizes one aspect of marine sustainable development, such as marine environment, marine resources or marine economy. Most of the studies are marine exploitation strategy research. General and quantitative study is scarce. Aimed at this problem, the paper discusses the marine sustainable development by qualitative and quantitative methods from a macroscopic aspect of the marine sustainable development system. The detail contents is listed below:Firstly, guided by sustainable development theory and based on system science thought, this paper studies the operating mechanism of the marine sustainable development system and analyzes the factors affected marine sustainable develop.Secondly, though analyzing the facts of population, science, technology, marine resources and environment, the correlative marine economy model is formulated and its equity is discussed.Thirdly, this paper studied the current problems of marine sustainable development of our country with system dynamics. Based on the analysis of characters of marine sustainable development system, the dynamic simulation model is established.Furthermore, based on introducing and analyzing domestic and foreign system of evaluate indices, the polestar and principle of establishing system of evaluate indices of marine sustainable development is addressed, the system of evaluate indices is established and the correlative evaluating method is designed.At last, based on the data of the Year Book of marine, the current state and trend of marine development of our country is evaluated, the developing strategy is analyzed, and the referenced marine sustainable developing strategy is proposed.
