The Study Of Xin Jiang's Development Strategy Based On The Regional Theory Innovation

The Development of West Regions is an improtant macro-stratage raised by central Party Committee and state council. Xinjiang is a multiple nations border province with rich natural resources, the largest area and the longest boundaries. During the historical developing period, in xinjiang, governments in every level are facing a main task of how to seize this great west developing opportunity and realize a regional economics' spanning development in order to catch up with the developing speed of the eastern provinces. There is a great theoretical and realistic significance of focusing on the study of Xinjiang's economy and on speeding up a continual development of the economy. And the most important issue is to find out a proper way to solve the strategic problems of the economy development.In this paper, the writer uses the up-to-date theories in the domestic and overseas fields of regional economics and economical management, based on the existing researches and his former works to make a systemic approach on the economical development and social progress of Xinjiang. Some methods should be adopted including comparison, math-physical statistics, systematic analysis and combination of history with development to research on the statistic data, research reports, laws and policies that related to Xinjiang's economy so as to form a theoretical model. With the study of the model structure, the new ideal of building Xingjiang can be put forward into an economical solid region. At the same time, the problems that exist in the economical development process in Xinjiang should be pointed out and solved. The followings are the three main conclusions:1. Xinjiang, taking the advantage strategic position in the great development to the west, has great economical potential, which accounts for its 'two advantages'--resource and geography advantages and 'three main resources'—ground, underground and tourist resources. However, it's unreasonable economical structures, low level of science and education and population quality, stagnant investment environments and deteriorate ecology are the main restrictions to the economy development.2. Comparing to the regional distinctions between the east and west economical development and analyzing with GDP quotas and regional economical entropy, it shows that 12 provinces in western China are the economy backward regions, and their level of economy development is far below the average level of the state.3. Evaluating the advantages and disadvantages and analyzing the level, structure and present situation of Xinjiang's economy, the writer puts forward the following three main economical developing theories for Xinjiang to make a strategic choice in the great development to the west.-Theory of coordinating development based on the advantages of geography. Fromthe aspect of the spatial structure, take Asian-European Continent Bridge as the axis to promote the coordinate development of Xinjiang, eastern China and central Asia; Take the northern slop economic belt of the Tianshan Mountain as the axis to promote the coordinate development of the inner regions: To merge the local economy with that of the production and instruction corps. Four models of coordinate development are proposed: they are industry adjustment, resource exploration, science and technique combination, investment and capital merge.-Theory of group industry based on the advantage of resources. To take theresource advantage as the core to develop group industry is a feasible choice to prosper the local economy. Focus on establishing five industrial groups depending on the five existing backbone industries in Xinjiang, and promote high-tech industry groups as well as support the development of the small and middle- sized industry groups.-Theory of regional innovation relying mainly on technical invention.
