After China enter WTO and develop western regions, the development on western region's economy step into a nice stage. In recent, the western tourism grows quickly, which become a main contributor for region economy. There are import influences on improving economy, increasing job-positions and expanding foreign exchange from tourism. The core of this dissertation is analyzing how to improve western tourism's strategic advantage in the domestic and foreign market. Base on the analyses in western tourism development, in order to detect the key problems and improve competitive advantage, we study the gradually opening market and put forward some measures, which from refining government function, management innovating and optimizing governance structure.The dissertation bases on the national competitive advantage theory of Porter, and uses a lot of theories such as new system economy, governance and marketing theory. We analyze how the government and enterprise react in the process of improving its advantage. We suggest that the government-orient tourism strategy is not fit to western tourism, government should encourage compete and provide innovation policy and public estate. On the other hand, we* should integrate corporate governance, strategy orientation and management innovation, which is want to change some factors from important to essential. With the Porter's international compete advantage theory; government and enterprise can improve the four factors in diamond model. With correlating among productive element, requirement condition, relative or supported industry and competitive condition, which are the four factors in Porter's model,we can improve the western tourism competitive advantage in domestic and foreign market.
