The Research On The Laws Of Spillover Of Standards Knowledge And The Management

As the guarantee of enterprise innovation, improving the level of standardization of a company in time plays an important role in controlling the trend of market development and holding position in competition. However, managers of the enterprises in China have little sensitivity on standardizing under planed economy system. And it may lead to high costs and low efficiency if the standardization promotion is guided by the government. By the reform of the states economic system, market economy is taking the place of planed economy; hence, the function of standardization promotion should be adapted correspondingly. Additionally,"standards locking in "new standards produces more difficulties in further standardizing.The spillovers of standard knowledge make it feasible for the companies to standardize at low costs sustained and quickly, as a result, it is both practical and theoretical valuable to research on the standard spillovers.This article aims at studying the law and mechanism of the macro-process, micro-process and network process of spillovers on standard knowledge, and the management of the spillover network of standard knowledge.Firstly, the author makes a statistical analysis on the spillovers of the industrial standards ISO9000 across the country from 1989 to 2003 and the survey of 75 enterprises.The research of 4709 date shows that the spillover of ISO9000 in China accords with the law of Logist in time series, and accords with diffuse-spillover discipline whatever across provinces or in the province. On the other hand, there is no sufficient evidence to reveal the law of spillovers between enterprises on micro-level; however, it can be compared with the spillover network which mainly depends on the gaps and accords with the diffuse-spillover discipline as well and for which it is most important to set up a lighthouse node.Secondly, based on the demonstration and theory, the study describes the mechanism model of macro-spillovers and by validation and improvement, the mechanism of standard knowledge spillover can be expressed by three gaps model as below:This model shows that the spillovers of standard knowledge is relevant to delivering gap and demand gap other than the characteristic of the company, hence it is oversimplified to measure every kind of knowledge spillover by knowledge gaps. To find the mechanism of industrial standard spillovers, the author applies both demonstrational analysis, such as questionnaire and interview, and theoretical analysis, and brings forward the model of two-type spillover mechanism: producing diffuse-spillover enterprise and absorbing spillover enterprise.Finally, the study makes an argumentation on the feature of the network of standard knowledge spillovers, makes some other research on management stratagem, organizing, element and approach of spillovers, and puts forward two kind of management method on spillover network:1.
