In the period of deepening the structural reform of agricultural supply side and speeding up the development of new agricultural and rural areas,it is urgent to accelerate the leadership of scientific and technological innovation.Universities are regional knowledge centers and universities have the ability and responsibility to provide knowledge to rural areas.University of knowledge overflow in rural areas is essential.Trust is a key element of knowledge spillovers.However,in the process of current knowledge spillover,the problem of lack of trust in universities is more prominent.Rural geographical environment is relatively closed,conservative thinking,risk tolerance is weak,not good at creating a universal trust to spread to strangers.In the process of knowledge spillovers,there is a lack of confidence in rural areas where some of the higher cost of training can achieve good results,and whether the cooperation with universities can bring enough income to their own lack of trust,poor knowledge spillovers,and poor knowledge spillovers Hinder the process of rural knowledge.Universities as a knowledge of highland,rural areas as a knowledge of the valley,both the level of knowledge and style of doing things are quite different,rural trust in universities alone is difficult to establish their own,the trust mechanism needs to be built through government policy behavior.Throughout the text,theoretical research and empirical research interspersed with each other.This paper focuses on the role of trust in rural areas and the construction of trust mechanism.The theory of knowledge spillover,trust theory and performance management are the main theoretical basis and absorb the domestic and foreign research results.This paper analyzes the problems and causes of the trust in the rural areas,the problems and the causes of trust in the rural areas,and constructs the theoretical model of the effect of trust on the spillover performance in the knowledge spillovers.In this paper,trust is divided into work-oriented trust and relationship-oriented trust,to explore the knowledge of the willingness to receive and absorptive capacity in which the intermediary role and the regulatory environment of the regulatory effect.Taking the town of Jiangsu province as the object of investigation,the town of science and technology is the link between the university and the countryside,and 264 valid questionnaires are collected,and the structural equation is used for empirical research.The results show that work-oriented trust has a direct positive effect on overflow performance,and reception intention and absorptive capacity have a complete mediating role in relationship-oriented trust and spillover performance.The positive effect of the policy environment on the role of trust in spillover performance is significant.Based on the above research results,this paper discusses how to build a mechanism to enhance the trust trust in rural areas,and provide suggestions for the government to build trust and foster trust.This paper argues that,first of all,to build a work-oriented trust mechanism,to reflect the cognitive and computational dimension,that is,to build a knowledge-based computing trust mechanism,including the promotion of university professional competence,the construction of risk-sharing mechanism,the establishment of third-party certification and evaluation mechanism.Secondly,from the relationship and emotional trust to start,build relationship-oriented trust,build knowledge spillovers understand the type of trust mechanism: the construction of knowledge spillovers "Internet +" trust platform,the establishment of knowledge spill conflict mechanism,strengthen the informal communication between universities.Finally,it embodies the role of government behavior in the construction of the mechanism of knowledge spill trust,constructs the mechanism of trust mechanism of knowledge spillovers,and the institutional trust mechanism plays the role of trusting,which embodies the role of policy environment,including perfecting trust guarantee based on system constraint Mechanism,the establishment of a general trust based on the market mechanism,to build a cultural guarantee mechanism of trust.
