The issues of pension system reform and government behavior are two present topics, this paper study on the government behaviors and pension system, which wants to search the reason and adjusting channel of government behavior from the point of economics view, and offers some new opinions for pension system reform. Through studying by many useful methods, this paper make such conclusions as following:1. Financing old-age belongs to the historical category, which exists and develops relying on three conditions, which are the existence of old-aging risks, the product surplus and personal property rights.2. The existence of market failure explains that it is necessary for government to intervene into pension system, and the existence of government failure makes it intervene finitely.3. Promoting social fairness and enhancing economic efficiency are two main objectives for government intervene, It is possible for those two objectives to collaborate though there exist conflict between those two objectives.4. This paper puts forward cost-income analysis and then uses it to evaluate government behavior. The principle to decide the border between the government and the market should be as that the government behavior should expand to that point, where the cost for government reorganizing another kind of behavior is equal to the cost of market act. The standard to check the efficiency of government behavior is that its benefit of promoting fairness and enhancing efficiency should be bigger or at least equal to its cost. From the point of optimize view, government should be pushed to that point where marginal cost is equal to marginal income. But the government behavior is kind of dynamic concept, and should take government behavior character of non-productive and rigid, the resource's opportunity cost into account.
