Since 1980's, the international community brought about the reform wave to low government cost and improve government administrate efficiency. Chinese government also started to pay attention to the problem of government cost. Premier Zhu Rongji First put forward the"meals finanace"which refers to the high cost of the government. Then Jiang Zeming propounds the reform target for government management system formally in the report on the 16th conference in order to accelerate the construction of political civilization. Therefore, the government cost problem possesses an important position of the Chinese political civilization construction. However, the government cost research is still deficient in the realm of the administration at the present. Therefore, to research the government cost problem is not only the request of the theories development, but also the demand of the objective actuality.Three methods are taken to finish this dissertation: comparative study of Chinese and Foreign practice, cultural heritage index and historical and logical perspectives. This dissertation analyzed the forming reason of high government cost and the difficult position on controlling it with Zhejiang Province as the example in the consideration of the theory of modern economics, finance, management, administration, and etc. It further put forward the counter plans for lowering our country government cost.
