A mutual impact exists between the new changes in international behaving principles and the development of international IP laws, which to a certain degree reflects the mutual influences between international politics and international IP laws in the economic globalization. From the perspective of the mutual influences among international relations and international legal system, the essay mainly discusses the pan-privatization of international behaving principles; and by that, the essay devotes itself to the relationship between the characteristic of international IP laws. On the basis of the above analysis, the essay leads to the strategic policies and steps that China should take in the establishment and development of its IP legal system with the background of Chinese entry to WTO, so as to boost Chinese intellectual economy and improve it's capacity to meet the challenges by utilizing the international behaving principles to combat international illegal acts when engaging in the economic globalization.The stability and maintenance of world orders in every era depends on certain international behaving principles. Under the comprehensive impacts of economic globalization, new changes of international politics and the new sci-tech revolution, international behaving principles gradually extend to the private sector from the original public one, and carry a distinctive trend of pan-privatization, which establishes a close relationship between the construction of international IP laws and the adherence to international behaving principles.Clearly, the mutual impacts between international behaving principles and international IP legal system will inevitably give an impetus to the establishment and improvement of Chinese IP legal system in the process of Chinese further involvement with economic globalization. Accordingly, the adoption of a new approach to the analysis of Chinese IP legislation would have great theoretical and practical significance under the broad background of intellectual economy.
