The new military innovation is a great historical event in human social development. It is not only related to the social modality, the economy, technology and military factors, but also the political background and the international strategy. It is an epoch-making military innovation, and has larger scale, wilder meaning, and deeper impact than any other military in the human history. With the rising of the new military innovation, the world military pattern will have a change, which would influence the country's situation in the international strategic structure, especially for the big powers. And it will impact the future international relations gravely and extensively. Nowadays the new military innovation is under way. It began with the end of Cold War in 1990s, and its prominent sign is the 1st Gulf War leaded by the Unite States. The war was over, yet the influence is far-reaching. By means of international politics' theory, this paper wants to investigate the inner relationships among national security, international system and international law under the influence of the new military innovation. And it gives us the analysis between the new military innovation and the international politics from a macroscopical point of view. It emphasizes that after the Cold War, the regulation of the US national security strategy has affected the international politics. And after the Sep 11th, the US government carried out "preemptive strike" on terrorism attacks. By means of military actions, U.S. solves the unconventional security problems, which badly impact the international security. Furthermore, without an effectual balance from the international society, U.S. resorts to its military predominance to gain most national interest. Such indicates that: the definitive military predominance of the US leads to severe unbalance on the powers' order, while the international society lacks restriction to the super power. At the age of the Post-cold War, the unipolar power of the US will be more prominent. At the end of the paper, it analyzes the main problem China faces on national security, and gives suggestions. There are six parts in this paper, and it contains introduction and five chapters. The first chapter introduces the rising and development of the new military innovation, its primary contents, the main characters of information war and its evolution. From an international politics point of view, it analyzes what the new military innovation does to the national countries and the international society. On the base of that, it emphasizes the general relationships between the new military innovation and today's international politics. With the appearance of the new martial modes, the new military innovation becomes more outstanding to influence the international politics. The second one is about the new military innovation's development, the emergence of new martial form and its impacts. The third one uses the macroscopical analysis to the international system evolvement made by the new military innovation. It thoroughly explains how the martial renovation influences the international system in the history. The fourth one gives us such impact on international law as new martial technology, new martial form, the renovations of military equipments, military theory and military structure or system.
