Research On Improving Innovation Ability From The Perspective Of Overall National Security Concept

Nowadays,the world is in a great change not in a hundred years.In the face of the complex and severe security situation at homeand abroad and the dispute between China and the United States,how to effectively avoid the "Thucydide trap" is related to the rise and fall of the national movement.The overall national security concept comes into being based on security situation at home and abroad and the needs of public safety,which embodies its times,people and comprehensiveness.Based on the overall national security concept,the research innovation ability is in line with the main theme of the development of the times.It is of great significance to enhance the innovation ability to promote economic transformation and upgrading,maintain national security,build an innovative country,and realize the dream of strengthening the country through science and technology.Innovation is driving force leading the development,development is the bridge and link connecting innovation,national security is the prerequisite and condition for the realization of national development,and nation development provides the foundation and guarantee for national security.By looking up data of the World intellectual property Organization and the Organization for Economic Cooperation and Development,this paper finds that in recent years,the ranking of innovation ability in China has been continuously improved,the scale of R&D resources has been gradually enhanced,and the achievements of scientific and technological innovation have been constantly emerging.However,the shortcomings of basic research and the value of innovation achievements are still the bottlenecks of innovation ability.Whether we can effectively break the bottleneck and make up the deficiency is very important to enhance the innovation ability,promote the economic transformation and upgrade,and ensure the national security.However,the shortage of public goods supply,the level of government governance and the management system of scientific and technological innovation restrict the improvement of innovation ability.Therefore,on the basis of drawing lessons from the common experience of developed countries in leading innovation with safety demand,this paper puts forward some suggestions on how to improve the innovation ability to ensure national security from the aspects of the supply of public goods,the application of public policy,the perfection of top-level design,transformation of ideas.Through perfecting the supply of public goods,promoting the accumulation of innovative talents and building the foundation of national security,leading the major scientific and technological development of national security through the perfection,evaluation and coordination of public policies,strengthening the top-level design,constructing modern innovative governance system,promoting the realization of the modernization of national governance system and governance ability,By implementing the overall concept of national security,abandoning the zero-sum game thinking,taking the community with a shared future for mankind as the basis,and building a "Belt and Road" innovative community on the premise of joint consultation and sharing,we should build an innovative community of "Belt and Road",solve the development predicament of the countries along the route,and maintain a peaceful and stable international environment.This paper discusses the internal logical relationship between national security and development and innovation ability.Based on the realistic background,this paper puts forward some comprehensive and concrete suggestions to improve the innovation ability,in order to attract jade for the follow-up related research,and to provide useful reference for the further study of safety and innovation topics in the future.
