On Sino-russian Security Cooperation And Its Impact On International Politics

Russia and China are the greatest neighboring countries to each other in Asia, their common boundary is more than 4,300 kilometers, and the two countries are all the permanent members of the U.N. Security Council, at the same time, they are also nuclear countries. These two big powers playa significant influence in the world. People pay close attention to the present condition of Sino-Russian security relations or security co-operation and how it affects the international politics. In other words, "China dragon" and "polar bear" always draw people's eyes no matter they are in war or in peace, hostile or friendly.After the review of the course of history of Sino-Russian security co-operation, it is not difficult to find that after the cold war, Sino-Russian leaders and governments show great foresight, suit people's heart, establish together a new country relations, it is nonalignment,non-confrontation and not directed against any third country. It is to say that the two country's relations advanced continuously three steps in a short time. They signed the China-Russia Good-Neighborly Treaty of Friendship and Co-operation on July 16,2001. It defines the peaceful ideology in law that China and Russia will "forever be good neighbors, friends and partners, and never be enemies". It also founded the law base for the long-term stable development of the two countries' strategic partnership of cooperation in the new century. It (2004) is 55 anniversaries that China and Russia have established their diplomatic relations; meanwhile, it is Sino-Russian youth friendship year, too. China and Russia made a joint statement and declared that their alignment of the boundary line had been completely defined; this did further strengthen their strategic partnership of cooperation. The friendship between the two countries and their people has been more and more deep. The Sino-Russian joint statement in 2004 declared that 2006 will be China's "Russia year", and 2007 will be Russia's "China year". At present, Sino-Russian relations are in the best period in the history. We have full reasons to believe that Sino-Russianrelations must be go smoothly forward on the healthy developing track. Among them, the most representative ones are the China-Russia Joint Statement about the Base on Relations of Each Other signed by the two countries at the beginning of the establishment of diplomatic relations and the China-Russia Good-Neighborly Treaty of Friendship and Co-operation signed in 2001.The prerequisite and base of security co-operation between China and Russia is they have common interests. There are many widespread force and economic interests and so on exist in them. Strategic interests basis of Sino-Russian strategic relations is the policy that America takes strict precautions to China.
