A Study On Forest Management Of Southern Collective Forest Under Share-cooperation System

It has been a research project for many years how to develop the forest management system with the characteristics of southern collective forest region. However there is no break from traditional patterns on the system because of subjective and objective factors. Basing on the two fundamental transformation and the theory of sustainable development, author discusses the transtormation of forest management, which includes the development of forest management entity, the change of forest management mechanism, the reform of forest resources management system, and the reoricntation of idea of management. Furthermore, among the number of forms of management organizations, share - cooperation system is selected to develop the system and framework of forest management under share- cooperation in theory and practice in southern collective forest region.Forestry share - cooperation system, as an initiative taken by forest fanners in China, is an enterprise system with the features of share- holding system, which is based on cooperation and corresponding to the reform of modern enterprise system. Several representative patterns of forestry share - cooperation system appeared in Sanming city of Fujian province, Huaihua city of Hunan province, and Jinping county of Guizhou province respectively. The practice approves that the wishes of forest farmers and the separation of duty between governments and enterprises, are the key to the success of forestry share - cooperation system. The development of share - cooperation enterprises with market-orientation and independent management make the transformation of forest management mechanism and the reform of forest resources management system into reality.The following aspects are the components of forest management mechanism of share- cooperation system: object - subject system, impetus mechanism, forest asset management system, restriction mechanism, guarantee system of property right and benefit allocation mechanism. All these factors interact and make enterprises manage smoothly. It is important to implement the rights of management and benefit allocation under the forest management mechanism. The right of product decision - making is the core of management right, which is good for the structure adjustment and the dynamic decision - making of forest management and maximizing the land benefit rate under the restrictions.The forest resources management system of share - cooperation system mainly involves the relationship between governments and enterprises, especially the definition of their behaviour. There should be some kind of coordination between the direct adminstra-tion of responsible departments which reflects the ecological restrictions in the management right of products and the maintenance of forest assets.The most important features of forest management under share - cooperation system are market-oriented forest asset management and the participatory forest management. In order to make the working plan implemented successfully and manage dynamically responding to the change of market, an implement guarantee system is put forward to, which includes the internal adaptive management and the external environment support system.Finally, a share - cooperation forest farm is elected to practice collective forest management .
