Study On The Innovation Of State-owed Forest Industry Enterprises'System Of Management

After liberation the development of Chinese forest industry is blocked off under the policy that give more importance to cutting and slight to cultivating. At present, although the government begins to pay attention to the problem of the development of environment and forest industry, because the drawback of the system of traditional management still can't be broken, the existence and the development of forest industry are under serious situation. With the increasing effort on the reform of Chinese socialism market economy system, the progressive opening of timber market, and the implement of the protective project on natural forest, forest industry, as a traditional industry, is confronted with lots of difficulties and problems especially during the key period that state-owed forest industry enterprises is undergoing the history transformation .It is a problem worth to inquire that how the state-owed forest industry enterprises face the new situation, adapt to the adjustment of forest policy and system initiatively and achieve the destination of transformation and breaking away from poverty.The study takes the new position set to forest industry by society in the period as the main principle and the completion of this thesis is under the basis of studying and drawing the research on the management system of state-owed forest industry enterprises from domestic and overseas. This thesis focuses on finding the symptom of the problem through the analyzing of the state-owed forest industry enterprises' present situation and system of management. Also, combined with the theory of classified management forest industry, theory of diving specially and cooperation, and trusting-acting theory, this thesis brings up a new design frame to management system of state-owed forest industry enterprises.In the new system the department of cultivating in forest resources is separated from the department of forest production. Also the department of cultivating is divided into public forest and commodity forest. They are separated by the way of facilities and enterprise respectively. The operation should emphasize on the benefit of ecology and economic construction. In order to enhance the competition power of forest production industry, the department of forest production should consult the general management system of state-owned enterprises and should emphasize on particularity of forest excessively. In the end, under the new system, the writer designs the operation of each composition of the state-owed forest industry enterprises. The goal of the thesis is to probethe new ideas to the development of forest industry. It will do some meaningful things in the theory and practice to the construction of state-owed forest industry enterprises and state-owed forest region.
