In the past decades, the linkage of environmental policy and international trade has been becoming one of more and more important argument in the area of public policy. On the basis of existing studies, this thesis would like to engage in political economy analysis of "green trade measures" (GTMs).The paper is devided 8 chapters. The 1st chapter is a literature survey of trade and environment. Among the abundance of existing literatures, main of them dealed with the nexus of trade and environment under Neo-classical economy analysis frameworks. In the 2nd chapter, we distinguished the different economy properties of GTMs in the light of Potential Pareto Efficiency (PPE). From 3rd chapter to 5th chapter, we entered into find out the economic rootstocks of GTMs, at first, using the traditional Neo-classical techniques and then the Neo-institutional economics and game theory, trying to open out the political economy causations at the back of more and more violent conflicts between globalization and environmental protection. The study of this paper pointed out green trade measures will evolve into trade protectionism measures under different environmental advantages and economy development degrees between two non-cooperative countries. This conclusion was proofed again under the related datas from UNEP and WTO in the 6th chapter. As the results of policy researches, in the 7th and 8th chapters, the paper described the arrangements of world green trade institutions and China's greening trade strategic policies.
