The guarantee degree for the economy development made by mineral availability will directly affect and determine the continuable development of the economy and society in China, and decide whether the great target to construct well-to-do society will be realized. Study the mineral resources availability system is necessary to supply scientific and effective methods for the availability argumentation, then heightens its quality, provides basis for "The eleventh five-year project"and perspective target, and offers reliable basis for drawing out mining development stratagem and policy, and supplies information service for the mining development better. According to the new reserves classification standard of mineral resources in China, this thesis analysed and summarized the present situation and existent problems of the mineral availability argumentation. According to summarizing and analysing the theory and method of the mineral availability argumentation, using mathematics methods and computer technology, the thesis constructs evaluation index system of the mineral availability argumentation, sets up technological and economical evaluation system, expounds the feasible mode that is compatible with the mineral availability system in China, and brought forwards the policy advices to perfect it. The thesis obtains the following innovations: Firstly, mineral availability argumentation must be done on the basis of economic globality, and with the purpose of ensuring the continuable development of national economy and the society. It should argue the mineral availability in China by open and systemic viewpoints, considering the effect to resource configuration made by two kinds of resources and two markets, and breaking through the old supply viewpoints in the period of planned economy.
