Rule By The Law And Transforming Of The Governing-style Of Communist Party Of China

This paper mainly discuss the problem of the transformation of governing style in the process of the construction of rule of law in China. As an important feature of the process, transformation of governing style plays an important role in the political and social life in the new century. As the ministerial party, it is crucial for the Communist Party of China (CPC) to change and reform the governing style, in order to improve its leadership and governance. These all aim at to exercise the rule of law, building a socialist country governed accord the law. This paper explores these problems from different angles in order to put forward some ideas useful to the practice of politics. Firstly, this paper discusses the governing style in the beginning of the PRC based upon the historical materials. The authour points out that the very governing style of the Communist Party of China had its rationalities in the given circumstance. Then, this paper demonstates the so-called rule by law and points out that this governing style hadn't adjust itself to the spirit of rule of law. So, it wasn't abnormal that in many fields the law was replaced by the policy. From the angle of rule of law, the author indicates that only through the deepening of the law can we improve the governing style of the Communist Party of China with the aim to come true the rule of law.In chapter four, the author points out that the condition of in Government according to law is the key point of the rule of law. This paper also indicates that with the understand of the key problem such as power and democracy and public power and public welfare it is useful to catch on the transformation of governing style of the Communist Party of China.
