Governance In The Modern Vision Of The Rule Of Law Culture Studies

The rapid development of China’s socialist market economy, the market system and the political system has put forward higher requirements. China’s reform and opening up more than 30 years, has made great achievements, but also faced a huge challenge, the reform into the crucial stage and the deep water. In the fierce competition in twenty-first Century, reform is essential. The Third Plenary Session of the party clearly put forward the comprehensive reform of the overall goal is to improve and develop the socialist system with Chinese characteristics, promote the modernization of national governance systems and governance capacity, which is China a major of a full range of reform. Then, in the fourth Plenary Session of the 18th CPC Central Committee the party made a major decision of the rule of law, the rule of escort for reform. Rule of law is the basic way of governing the country, and it is an important sign of political civilization. Therefore, it is the key to realize the modernization of national governance and the rule of law. Governing the country according to law and the modernization of national governance, the relationship between the goal and means, the two promote each other, can not be separated. But in terms of the development of the rule of law in our country, there are many problems, the rule of law needs to be solved. The rule of law culture as the spirit of the rule of law, the impact of the world and the people of the world outlook and values, to reshape the political system and the rule of law and the reality of the operation of a significant value and significance. So I based on the vision of modernization of national governance, clarify the management modernization and the close relationship between the rule of law and the rule of law culture, based on the proposed optimization of modern governance of the culture of the rule of law.Based on the dialectical materialism and historical materialism as a guide, using literature analysis, theoretical analysis and practical combination, the unity of logic and historical analysis method, to the culture of the rule of law concept, formation, difficulties and the reasons, the rule of law culture and the modernization of national governance and rule of law culture of the significance of the rule of law and so on were studied. This paper mainly focuses on the culture of the rule of law which always wear the full text of the main line. Firstly, it analyzes the concept and connotation of the culture of the rule of law, and expounds the formation of rule of law culture in historical perspective and practice foundation; then introduced the western governance theory and the China modernization of national governance reference significance, and proves the rule of law culture value to modern governance. Then it points out the dilemma of the culture of law faced by China’s national governance in the process of modernization, and in-depth analysis of the reasons. Finally, it is stressed that the culture of the rule of law for the importance of the rule of law, and discusses the specific ways of the construction of the rule of law culture.
