Compulsory education has been in existence for a century. There have been many discussions on it not only in China but also in developed countries during the past twenty years. How do we judge the discussions about compulsory education in developed countries? What role does compulsory education play and which basic education system should our country adopt? These questions are of great importance and must be answered in the market economy that we are establishing. Based on dabbling at lots of Chinese and foreign literatures, the author analyzes compulsory education and its financial system from the economic perspective both theoretically and practically in great detail.The thesis explores compulsory education and its financial system respectively. Theoretical creativity of this thesis lies in the fact that it makes systematical economic analysis on compulsory education system. Through the historic review of basic education systems and comparative analysis between countries, it reveals the causes of enforcing compulsory education and puts forward the theory that "the transition of basic education system is determined by historic development stage". This theory comes to the conclusion that industrialization gives rise to compulsory education system. So, in different countries, different industrialization time means different time in establishing compulsory education system; different degree of industrialization means compulsory education system produces different effects. The result of basic education (student quality) is a public good in industrialized society, so according to the public good theory, it should be reimbursed by the government.Another theoretic creativity achieved in this thesis is that it analyzes compulsory education finance governing structure in a detailed way. Public finance governing structure is a system that distributes the public responsibility among different levels of government.
