A Tentative Study On Fujian's Rural Modernization

Rural modernization problem has become not only an important theoretical one, but also a practical one. With the advent of 21st century, China witnessed a new era of reform, development and opening to the outside world. The factors, China's accession into WTO, economic globalization and world's economic integration, sustainable and rapid development of national economy, deepening of all reform and opening to the outside world, have been propelling modernization building marching from the second strategy objective to the third strategy objective. During the new process of modernization building, rural modernization has proved to be a key issue for China's modernization building. The Communist Party and the State put forward scientific and technological development view for erecting and fulfilling the people-centered approach, and maintaining harmonious and sustainable development, put forward the new aim for full-scale building-up of a fairly prosperous society and accelerating socialist modernization building in early 20 years of the new century, put forward effective measures for harmonizing urban and rural development, industry reacting agriculture and urban areas supporting rural areas, and also new clue and new strategy for solving three-rural problems (namely rural economy, rural community and rural residents' problems), which will create new opportunities for accelerating rural modernization building. Hence, a new theoretical problem, rural modernization, is put forward in the new century with the deepening of acknowledgement, experience and exploration for socialist modernization building.The thesis discusses impersonally and researches in depth about rural modernization problem, and what' more it makes clear that rural modernization is the three-rural problems concerning material, political, spiritual and ecological civilizations.By utility of system economics theory, analysis and exploration will be conducted rural system building with the combination of research over rural economy, society, culture development and socialist marketing economic theories. Research will be also implemented on rural social security system, rural newly-built cooperative medical system, rural compulsory education system and agriculture risk-preventing system, etc by making use of welfare economic theory. It will carry out research and probe into the following issues, such as investment reinforcement into rural economy and rural community and reforms over rural tax system to enhance sustainable development for rural economy and rural community, so as to put up with practical and high effective strategy and measures.
