The object of study is agricultural economy in this thesis.I make a research for rural-urban inequality and problem of the farmer and rural and agriculture and rural modernization theoretically and historically, at the same time , closely unite current practise.I mainly use Marxism method for the research and absorb research achievements of development economics, in addition, policies to deal with those problems are discussed.At present, consensus about rural industrialization and rural population migrants has not been achieved in the economic literatures, controversies still exist about strategic status of rural modernization and choices of rural industrialization and choices of rural population migrants ;in pr-actice , although usually emphasize the importance of problem of the farmer and rural and agriculture , but always did not put a premium on the rural reformation, only from the perspective of provisionment security and social stablity and expanding demand . Various policies does not coordi 梟ated. In my opinion, rural modernization is a systemic engineering, only from the view of de- velopment strategy, put rural modernization in the preferred position, and roundly advance rural modernization, at the same time create good external environment for rural modernization, only do so, it is possible to realize rural modernization.In theoretic analysis, I evaluate dual-economic model, experience analysis mode, agricultural development theories, rural industrialization theories, rural population migrants theories, these theorieses usually base on historical experience of developed countries, exsit many drawbacks, such as , the theoretic premise dose not in concordance with reality of developing countries, unilaterally exaggerate the city's ability to acc-ommodate rural labor force and so on. Theories of development economics enlighten us gaining the following cognition: An dual-economic and social struction characters a period of transition from traditional society to modern society; The transform from traditional agriculture to modern agriculture is not an isolated process, the process deepen step by step along with the transform and upgrade of whole struction of national economy; analyzing the factors affectting transform of economic struction, it is helpful for offerring some policy recommendations.In experience analysis, giving actual rural-urban inequality as the jumping-off place, points out that our country have clear dual-economic and social struction characteristic, and analyze the reasons for which dual-economic and social struction is formed and retained; rural modernization is key to our country's modernization for the following aspects,on the one hand, the problem of the farmer and rural and agriculture have strategic position and role, on the other hand, rural is the focus of a series of realistic problems; I closely grasp three mainlines of rural modernization, namely agriculture modernization and rural industrialization and rural-to-urban population migrants , we could make them united organically and make a research for them relatedly and discriminatingly, then some policy recommendations are offered.
