Studies On The Structure Of Diplomatic Decision Support System Of China

Diplomacy is the foreign-related activities taken by sovereignty for the sake of its national interests. Diplomatic decision-making is a process of searching, judging and choosing both target and measures before a diplomatic activity. The current international relations characterized by "sensitive mutual trust" and "fragile mutual reliance" call for higher standards in efficiency and quality of diplomatic decision-making. Chinese diplomacy should go forth in step with world developments by fully applying advanced technologies including computers, network, artificial intelligence, telecommunication technology, etc, so as to make the diplomatic decision in a more scientific, normal and efficient way. The major contents of this paper are as follows:1. An idea on the structure of Chinese diplomatic decision support system is proposed, which is divided into national layer and departmental layer. The system at departmental layer is based on the application of intelligent decision support system, while the system at national layer is the application of group decision support system based on the decision support systems at departmental layer. The target, principle, features of the design, and technology line in general as well have also been discussed.2. The function of Chinese diplomatic decision support system has been described, which includes business function and system function. The concepts of computer simulation and warning system have been introduced into Chinese diplomatic decision support system.3. The technical design for Chinese diplomatic decision support system should be an integrated one.4. The module structure of Chinese diplomatic decision support system is analyzed (people-computer interaction module, document transfer module, data warehouse module, decision analysis module, system maintenance module), and the database, module base, method base, knowledge base are also been discussed.5. A comprehensive coordinating organization is proposed to be set up to implement the Chinese diplomatic decision support system. The methods of implementation, thepossible problems and countermeasures during the establishment have also been discussed.6. The security design of the Chinese diplomatic decision support system has been discussed, since the system will definitely touch national secrets and confidential information. The features are to build up a comprehensive safeguard management system consisting of three layers: peripheral control, internal control, and core control.7. An analysis on existing "Party's diplomatic decision assistance system" provides an example for Chinese diplomatic decision support system in terms of business function, system function, and security design.
