China's New Concept Of Security And Nonproliferation Policy

Withthe guidance of the tenet and principle of new security concept, the non-proliferationpolicy of our country has further developed.In the study of China new security concept and China non-proliferation policy,most of the domestic and foreign scholars studied the two problems separatelywithout combining them together. It is connected with the development and change of internationalsecurity environment and the opening up of China as well as the response of the factthat the theoretical field of international relations put forward new security concept.China new security concept reflects the background of politically multi-polarization,economically globalization as well as the further strengthening of mutual dependenceamong nations. All the countries pay attention to solve the security problem throughcooperation and to guarantee security through all-win.With the guidance of new security concept, China put forward itsnon-proliferation policy. China is absolutely against the proliferation of WMD. Chinabelieves that non-proliferation is the necessary condition of improving internationalsecurity environments and every country should maintain the authority of presentinternational non-proliferation regime. Chinaproposes to realize the aim of non-proliferation by peaceful means, such as politicalmeans, diplomatic means, and so on. China non-proliferation policy reflects the tenetof new security concept and strongly maintains China national security and worldpeace.With the guidance of new security concept, China not only puts forward itsnon-proliferation policy, but also keeps improving system-building and enriching theconnotation of policy. China actively attends international non-proliferationsystem-building and carries out the international obligation of non-proliferation aswell as develops the relations with international multilateral export controlorganization. China supports and attends the peaceful solution of hotspot problems innon-proliferation sphere. As the concrete means of non-proliferation, China intensifiesthe export control building of itself. After the effort of many years, Chinesenon-proliferation export control developed both jurally and institutionally.With the guidance of new security concept, China non-proliferation policydeveloped actively. China proposes to eliminate WMD out and out and to maintainthe justness of international non-proliferation policy. China claims thatnon-proliferation should solve problem from surface to inside. The fact that Chinaactively attends international non-proliferation action reinforces the soft power ofChina and enlarges the field in which China strategically cooperated with the US.This kind of action also maintains the actual interests of China and enriches theconnotation of new security concept. The organically combination of new securityconcept and China non-proliferation policy gives China diplomacy more influence,which contributes enormously for China diplomacy.
