By the job analysis of the position of the Middle-Ranking Party and Government Chief Leaders in Branch Organization of Chinese Larger City District Government , we found the feature of Work Responsibility, Work Function and Position Power of Chief Leaders Positiom and the difference between the District Government Bureau Leaders and Regional leaders .Then, Both qualitative and quantitative analysis methods are employed to explore the job competence of Middle-Ranking Party and Government Chief Leader systematically, firstly, We applied Implicit Leadership Theory method to invitigate 60 Middle-Ranking Party and Government Chief Leaders,and identify the internal leadership competence structure in their mind, secondly, we choosed 70 Middle-Ranking Leaders from the two position series, conducted the Behavioral Event Interview with them, after collecting data and coding it with the Spencer Competence dictionary, we found the feature of competencies employment and compared it between the two position series.After that, we investigated the position of Government Bureau Leaders and collected multi-dimensional criteria , some of these are assessed by staff of the government organzition department and others are assessed by researchers themselves . By collecting the data of multi-dimensional criteria , we putted the Bureau Leaders into three groups: excellent group , comparably good group and ordinary group. By ananlysis , we established the competency model of District Government Bureau Leaders.To prove this model ,we selected another sample of 10 leaders , conducted the Behavioral Event Interview with them to validate the competency model.The conclusion of the research includes : there are 8 competencies which the middle-ranking leaders employ most oftenly , from the highest to lowest frequency are Analytical Thinking , Conceptual Thinking, Achievement Orientation, Organizational Awareness , Team Work and Cooperation ,Assertiveness and Use of Position Power, influence and impact. The political Quality , Moral Integrity and Great Endurance is the special competencies of Chinese Government Middle-Ranking Leaders .The feature of competence employment is similar among the Bureau Leaders, Regional Government Leaders and Regional Party Leaders , but also exist different feature between them. The explict behavioral performance of the competence such as Organization Commitment, Team Work and Cooperation, Developing Others, Client Service Orientation , Concern for Order and Quality is much different between the Regional Leaders and the Bureau Leaders.And the work of the Regional Leaders is more demanding than the Bureau Leaders in the competencies of Client Service Orientation , Influence and Impact, but less demanding in the competence of Expertise.The work of the Regional Party Leaders is more demanding than the Regional Government Leaders on the competencies of Client Service Orientation , Team Work and Cooperation, Conceptural Thinking .By the component criteria, we set up the competency model of District Government Bureau Leaders which includes Achievement Orientation, Concern for Order and Quality, Imapct and Influence, Relationship Building, Team Leadership, Conceptual Thinking, this competency model is proved to have good prediction validity . By each of the multi-dimensional criteria,we setted up different competency model which is special for Chinese government culture.This research is useful for the Leadership Theory , competence theoy and is much valuable for government management practice.
