Situational Judgment Test (SJT) is one of the most useful personnel selection tests. For its high face validity and low cost, the skill of SJT has been promoted quickly and used in a very large field. Under the direction of SJT,this research constructs a test focus on general leadership quality of middle-ranking government leaders in province governmentsThe whole process is built up with seven steps. First,using Behavioral Event Interview (BEI) to collect events related to work context, consulting literature and field observe. Second,according to literature retrieval and events acquired to construct a model for general leadership quality of middle-ranking government leaders in province governments. Third,based on constructed model, this research using DelPhi method evaluate the representative level of situations. Forth,using open questionnaire to collect reactions in every situations. Fifths , evaluating the representative level of reactions by DelPhi method. Sixth,doing pre-test and then analysis the differential validity,test reliability and validity of those items, amending the test if the result isn't ideal. Seventh,testing firmly and make sure item differential validity,test reliability and validity.This research use Crombach a and split half reliability coefficient to evaluate the reliability level of the test. The criterion related validities are the relation coefficient between test scores and"A Questionnaire on Performance of Middle-level Public Servants"which is compiled by LiNa in 2005, object's job performance in late two years,the assessment from object's higher leaders.The test contains 19 items. Its Crombach a is 0.830, split half reliability and its coefficient is 0.814.The correlation coefficient between test scores and"A Questionnaire on Performance of Middle-level Public Servants"which is compiled by LiNa in 2005, object's job performance in late two years,the assessment from object's higher leaders is 0.369,0.355,0.326.This test will play a role in evaluation of government leader's performance.
