| Competency research began in the early 1970's in U.S.A. It is a set of glossary specifying the potential special characters that some individuals possess and therefore promote in excellent job performances. Moreover after the concept of competency had been put forth,many researches and applications were mainly carried out in some fields, such as sociology, management, psychology, especially in human resource management . However, the most related researches based in only questionnaire investigating, not in the scientific research methods. Therefore, the study of the middle-ranking party and government leaders'competency can be of real significance in management psychology theoretically and practically.The study choose the Middle-Ranking Leaders from the two position series, conducted the Behavioral Event Interview with them, after collecting data and coding it with the Spencer competence dictionary, we found the 7 competencies of middle-ranking party and government leaders in Ningbo.Structured in the 7 competencies, we designed the questionnaire of middle-ranking party and government leaders'competency to research their competencies level in different demography variables.The result of this study brings about the following conclusions:(1)The middle-ranking party and government leaders'competencies include that Achievement Motivation, Concern for Order and Quality, Information Collecting, Team Leadership, Influence and Impact ,Conceptual Thinking and Flexibility .(2)The average coding mark or highest coding mark of BEI document in data analysis is stable, but the coding frequencies of BEI document is not confirmed in the research.(3)The two scorers score consistently in different competencies. (4)The questionnaire of middle-ranking party and government leaders'competency has high reliability,and the structure validity is better. Different demography variables have different roles in affecting competencies level of Middle-Ranking Party and Government Leaders in Ningbo City .
