The research on international culture relations had not been the mainstream areas in international politics for a long period of time."International relation"was generally considered to be political and economical relations between different countries; while the cultural relation component in international relation was ignored and not thoroughly investigated. With the end of the cold war, the world politics has dramatically changed and the international culture relations become increasingly more important in current global affairs, and thus gain significantly more attention in international politics research. Under the background of ongoing globalization, the relations between different cultures become more complicated and interactive. Some developed countries consistently practice cultural imperialism over developing and underdeveloped countries. Such cultural imperialism prompts"national cultural consciousness"among different countries. With increasingly cultural globalization and recent changes in international relations, the national cultural order is evolving accordingly. In order to understand the structure of the new international cultural order and to find the practical approaches and solutions for the problem in the new cultural order, we have to accurately comprehend the recent changes, the new features and the arising problems in the national cultural relations during the course of globalization. Therefore, this dissertation work, by choosing new international cultural order in the globalization as the research topic, thoroughly analyzes international cultural relations in the time of globalization; outlines the new changes, the new features, and the new problems emerging from the international cultural relations in the globalization and their effects on constructing a new international cultural order; and furthermore tentatively conducts some theoretical analysis on the possible formations of the new international cultural order and their implementation approaches.
