Preference is the unique psychological tendency of individual's value arrangement. In political behavior, preference is used to describe the like or dislike of people's regarding of policy. Preference conversion is the process of carefully reexamines one's choice, according to "a better reason", in deliberation process, which goal is to achieve the community mutual recognition and the identity. The preference conversion is the core idea of deliberative democratic theory. The question of preference comes into the politics'vision, begins in the opposition between public choice and preference's multiple differences which the modern democratic system must have to face.Studies the question of preference conversion under modern concept of democracy, is to ponder the thought of equal citizen, and to excavate the deep value of democracy. The essence of democracy is the people's sovereignty, is the participation of equal liberty but the rational citizens. The deliberative process of preference conversion emphasized the citizens'responsibility for public interest, emphasis the process to forms policy-making through the mutual recognition, and to rectify the fact that western democratic society emphasis freedom but neglect equality.
